Contrary to popular belief, night vision technology is legal for civilian use in France and most of Europe. However, to remain in the "Civilian" category (Free sale to adults), two major rules apply:
Handheld use only: The device must be used like standard binoculars. In France, mounting a device on a helmet (hands-free) or a firearm can change its legal classification.
Standard interfaces: Civilian devices must not be equipped with specific combat mounting interfaces, such as "Dovetail" or "Bayonet" mounts designed for military shrouds.

2. Category A2-14: Military-Grade Equipment
Certain devices are classified by the French DGA (Defense Procurement Agency) as "war materiel." This applies to:
Equipment specifically designed for combat: High-spec tubes, ruggedized housings, and dedicated military mounting interfaces.
Hands-free operations: Any system (even if civilian in origin) that is mounted on a helmet or a weapon for tactical use.
3. Professional and Law Enforcement Use
The possession of Category A2-14 equipment is strictly restricted to:
Public Administrations (Armed Forces, Gendarmerie, Police, Customs, etc.).
Authorized Companies holding an AFCI license (such as NODS).
Please note: A government agent (military or police officer) cannot legally acquire Category A2-14 equipment for private use. The purchase must be made officially through their administration.
